Design monitoringsystems DB table to replace distpoller, location_monitors, minions tables

Description

The distpoller, location_monitors, and minions tables all store virtually the same information. They are just used for different contexts (OpenNMS pollers, Remote Pollers, and Minions, respectively). We need to unify these tables and use this new monitoringsystems table as the association with events, alarms and outages.
