Replace remote poller's OnmsLocationMonitor with OnmsMonitoringSystem

Description

Right now the remote poller code uses the 'location_monitors' table to catalog the inventory of remote poller instances that are running. We need to refactor it to use the OnmsMonitoringLocation object mapped to the monitoringsystems table that is being designed in .

Right now, we use a @DiscriminatorValue to map the different types of monitoring systems to the monitoringsystems database table. It's not clear that we need to change this at this point. Deferring to backlog.
