Replace OnmsMinion with OnmsMonitoringSystem

Description

After the minions table is replaced by the monitoringsystems table, we need to refactor the minion code to use the new table and model objects.

Right now, we use a @DiscriminatorValue to map the different types of monitoring systems to the monitoringsystems database table. It's not clear that we need to change this at this point. Deferring to backlog.
