Service pollers will not accept timeout changes

Cannot Reproduce

Description

No changes made to either poller-configuration.xml or poller-config.properties
regarding timeout are respected. The .properties file changes are ignored
(timeout=6000, for instance, results in to no change to behavior), and changes
made to poller-configuration.xml are wiped out (i.e. reset to '<nsXXX:parameter
key="timeout" value="3000" />' on either an opennms backend restart or a webpage
poller restart.

The safest way to make poller-configuration.xml changes is to stop opennms.
Update the poller-configuration.xml with the timeout values you wish to use.
And then restart opennms. As of this time, opennms does not support rereading
of poller-configuration.xml while it is running.

I regularly change poller-configuration.xml without trouble.

If you find this is not correct please reopen this bug and include the exact
steps you are using so I can reproduce this bug.
