enhancement to notifd.BroadcastEventProcessor.matchNotificationParameters

Description

This patch removes the equals comparison to a startsWith comparison which allows
for greater flexibility in matching varbind's in the notifications.xml file.

Basically we have lot's of disk-PARTITION-pcent datacollection going on at our
side and it looked rather ugly to write a new notification block for each
partition we have in the datacenter.
The patch doesn't change the semantics but only extends it. Please consider for
inclusion.
