Duplicate Service Names in Outages Page

Description

With a node with one service, ICMP, that is currently down, the outages page shows two ICMP services
and the total "two services down on one interface on one node".

There is only one outage record and the node page only lists the one outage, so my guess is a SQL
query gone bad or web display problem.
