In such case, I have never been able to find another way to clear the related outage other than deleting the concerned service from its node (therefore deleting all of its polling history and probably also collection data) and re-provisioning it (using the "Rescan" link on the node page).
There should be a proper way to clear an outage.

PS: In particular, the following don't work:
1) ./send-event.pl uei.opennms.org/nodes/nodeRegainedService -n 139 -s HTTPS -i 10.10.0.10 2) no REST API for this purpose.
It happens from time to time that OpenNMS misses an uei.opennms.org/nodes/nodeRegainedService event (see for example NMS-882 and https://opennms.atlassian.net/browse/NMS-4016#icft=NMS-4016).
