Outage not cleared

Description

When a lost service comes back, sometimes the outage gets not cleared. This happens with opennms 1.8 and 1.8.1. Never seen this with opennms 1.7xx.
When we restart opennms all outages are cleared correctly. Opennms runs under SLES10 SP2 AMD64 with jdk-1.6.0_14 and postgresql 844 as database.
