Make views.xml / categories.xml changes reloadable

Description

Changes in categeories.xml or views.xml require a restart of OpenNMS.
This is not suitable. Taking your monitoring system down for a new view that you want to try (saying try here, since there is always the chance the view breaks the web ui and you have to revert it and restart again).

We should be able to reload changes in those files.

In the categories.xml file it is defined which nodes and services get selected and also how the severity level is defined (when it will turn red or yellow). This information should be visible in the web UI.
