Poll Status History: Change documentation to reflect the changes

Description

The current behavior allows to enable the Poll Status History for services. In future, we want it to be enabled by default for all services and allow it to disable for services on demand. See the original PR for the current behavior:

The original documentation need to change to reflect this new behavior.

Acceptance / Success Criteria

  • Documentation describes that this feature is enabled by default

  • Documentation describes how to disable the feature for a service in poller-configuration.xml

  • Add an entry to the Breaking Changes section
