Flow Thresholds: Fix handling of rrdRepository

Description

While working on the example configs for the documentation I ran into a following with resource-filters. Currently the handling of the rrdRepository for thresholding results in a NullPointerException when evaluating the ds-label field or the resource-filter field. 

 

Acceptance / Success Criteria

  • The rrdRepository is handled correctly and thresholding works without enabling the data-collection.
