Remote Poller: add remote outages to UI

Description

We added remote outages to the model. An outage now includes also a perspective column that references the location from which this outage was detected. Currently only outages with perspective=null are shown in the UI. We should include the remote outages also in the UI and allow an user to filter for local only / remote only outages.

It's about WebOutageRepository, the JSP-Files for the list and detail page of outages.
