Can't select a Filter type

Description

When I add a Filter type, there is no modal windows or autocompletion which allows me to set a Filter.

Environment

Grafana: 6.6.2 Helm: 5.0.2

you have to click the "Filter" text on the label to get the modal windows. sigh
