ROLE_READONLY = Access Denied

Description

When trying to log in as a user with "ROLE_READONLY" - the web UI returns "Access Denied" for all pages.

The user did not have the ROLE_USER assigned, ROLE_READONLY is a modifier, not an exclusive role.
