Cannot create user groups through the WebUI (NPE)

Description

After following the wizard for creating a user group (assigning some users to the group, and assigning some categories to the group), and click on Save, an exception is thrown (see attached log file).

Hah, yeah, you found a bug in the string normalization utilities that all the JAXB config classes use.  It's a wonder we haven't seen it before now.

I would assume this is reproducible with Horizon, but I haven't had time to verify it.
