Sending a newSuspect events requires a location (UI and send-event.pl should reflect this)

Description

The example event used by `send-event.pl` shows:

Also, the UI should provide a combo-box with the available locations (using Default as the pre-selected one). Currently, it will send the event without a location and Provisiond will ignore it.

Discoverd doesn't suffer this problem because it does include the location as a parameter of the newSuspect events, so it works as intended.
