StrafePingMonitor fails on Minion

The StrafePing monitor always fails on Minion with:

StrafePing outage identified on interface 127.0.0.1 with reason code: Unknown.

Fixed in foundation-2017 with 4d0cad95fb7188bc4e8a8309ffbf5bf4f20ac30f.

There were a few problems here:
1) A required class wasn't properly exposed via OSGi
2) The ordering the latency metrics could was changed when being unmarshaled
