Alarms Page Enhancements - Sound and Flashing

Description

This issue documents two enhancements to the alarm list requested by a couple of service providers

1. Simple Sound Enhancements to alarms list page to allow new alarms to create a sound. Similar work to this has been used for a number of years in Arqiva and is sound is also a requirements for BT. This could be delivered as a patch on top of a release or included in a release as an option which can be switched in opennms.properties

(Similar to but works on alarms not outages or notifications)

2. Allow acknowledged and unacknowledged alarms to be displayed at the same time but unacknowledged alarms flash until they are acknowledged. This matches a normal operations practice which allows for the status of all alarms to be shared between users and for users to see where an alarm has not been processed by the team.

I had to solve a similar issue and attached a patch, maybe there is a chance to solve together. I've linked the issues for cross-referencing. The "duplicated by" is not the 100% perfect description but the closest one to have them linked together.
