New resource types are not available in the Web UI until it is restarted

Description

It is possible to update the SNMP data collection configurations, adding new resource types, and collect from these without a restart. However, there have been several reports of the resource types not being listed in the UI, even when they are found to be present on disk.

After a restart, the resources are listed in the UI. No restart should be required.

This fix seems to work for modifications of datacollection-configuration.xml but not for files in datacollection/. The reload mechanism for those file looks like it has never worked before.

This appears to be caused by the introduction of the DefaultResourceTypesDao and the 'resource-types.'d folder. I suspect that something along the lines of the following patch should resolve the issue.
