osgi-pluginmanager: Include support for Karaf 4

Description

The OSGi metadata for the org.opennms.plugin.featuremanager bundle excludes support for Apache Karaf versions higher than 2.X. We need to change the metadata to allow compatibility all the way up to Karaf 4.X.

There is one additional commit for this, so you have to upgrade to 1.0.3 now.

The metadata change was merged, marking as fixed. Update to version 1.0.2 to get these changes.
