Make name-shortening optional in SNMP MIB compiler
Description
Currently when making data collection definitions, we always shorten the mibObj.alias names to 19 characters, which is necessary when using an RRD time-series strategy. We should offer a checkbox to control this behavior, and have it unchecked by default if the system is configured to use Newts or another non-RRD time-series strategy.
