A pristine copy of our 'etc' folder now contains a number of TODOs:

I'm of the opinion that we should be using alternate means of tracking future updates/enhancements to our configuration files.

This is resolved now that the dependent issues are done. Marking as fixed.

This is done except for the TODOs in `jmx-datacollection-config.d/minion.xml` which first need to be fixed in https://opennms.atlassian.net/browse/HZN-904#icft=HZN-904, https://opennms.atlassian.net/browse/HZN-905#icft=HZN-905, and https://opennms.atlassian.net/browse/HZN-992#icft=HZN-992.
