Make an automation to clear pathOutage alarms

Description

Alarms with UEI uei.opennms.org/nodes/pathOutage are not able to self-clear through the poller's behavior alone (hence their designation of alarm-type="3"), but it might be possible to configure an automation to recognize when the critical-path interface for a path outage has come back up, and clear those alarms. Right?

I think https://opennms.atlassian.net/browse/NMS-7995#icft=NMS-7995 is a duplicate of this one, so it should be safe to close it as duplicate.
