Wallboard / Ops board renders product logo strangely

Description

Go to Dashboards → Ops Board, see the product logo rendered very strangely (screenshot coming). Customer describes it as resembling a cat hiding under a table

Environment

Seems to be a Meridian 2016 exclusive, not seeing this in Horizon 18.0.2 (Update: it's a CSS bug related to the size of the Meridian SVG logo)

Cherry picked efd6adae9a2f6814e6679a1e2d37778a66f05a42 to release-2016.1.4 and confirmed the Meridian logo is displayed correctly.

Merged to foundation-2016. I'll keep this open until it's cherry-picked into release-2016.1.4.

Seems we need a background-size property in the #onmslogo CSS style. In Horizon, the logo's nominal size matches the existing width and height properties, but in Meridian 2016 the logo's nominal size is larger. This change should correct that.
