After upgrading to Drools 6.4.0.Final in NMS-8676, the ImpactProgagationRulesIT and DependencyLoadingRulesIT in the ncs-drools module started failing.

I've attempted to fix it, but can't fully grasp what the rules are doing.

Since this feature is not commonly used, we won't be treating this as a blocker for upgrading Drools and Jetty.
