OEM graph for Storage Utilization fails due to '::'

Description

in the following file:
snmp-graph.properties.d/mib2-graph.properties

in the following report:
report.mib2.storage.usage

there is an hrule that SHOULD NOT be followed by two colons:
HRULE:100#d94c20:: \
The line should read:
HRULE:100#d94c20 \

I went ahead and cherry-picked this to 2016.1.2 even though technically it breaks our "no configuration changes" rule, since it's an actually broken default config.
