Improve built-in Newts graphs for easier diagnostics

Improve the set of built-in Newts-related graphs based on data collected from the OpenNMS JVM in order to make it easier to diagnose performance related issues.

Merged into foundation-2016 (this will be merged into release-18.0.1 eventually). Now, I have to manually apply the changes on Meridian-2016.1.2 because the format and indentation of the files in Meridian differs completely, and because of this, every single merge or cherry-pick will fail. Fortunately, this is not a hard thing to do.

In cases where percentiles were displayed, I collected all of the all of the available percentiles and displayed them in a "histogram" graph. This should make it easier to identify problematic systems with "fat tails" in these charts.
