Now that the minion system test code has been expanded to a general library for running Docker containers from JUnit, the smoke tests should be modified to support running against a Dockerized OpenNMS, rather than assuming localhost is the correct host for tests.

This will help avoid issues with the Bamboo machines when a smoke test goes rogue.
