Update NRTG to use Backshift instead of rrdgraph.js

Description

Since Backshift has support for streaming data from NRTG we should update the NRTG component to use Backshift instead of the current rrdgraph.js solution.

This will allow us to consolidate our Javascript-based graphing and enhance the NRTG graphs.
