Add the org.opennms.features.activemq.broker .xml and .cfg files to the Minion repo webapp

Description

When working on embedding ActiveMQ, the configuration files for the Minion broker seem to have dropped out of the list of artifacts that get put into the minion Maven repo webapp.

We need to make sure that these configuration files are there so that the activemq instance in Minion starts up correctly.

Based on the integration tests it appears that my last commit fixed this issue. Marking as fixed.
