opennms-setup.karaf shouldn't try to start ActiveMQ

Description

Now that the ActiveMQ broker has been embedded inside OpenNMS using Spring (as a workaround for ActiveMQ OSGi metadata problems), we need to prevent the opennms-setup.karaf script from trying to start a broker. It no longer needs to do this now that the broker is embedded in OpenNMS.

I commented out the sections that were trying to start the ActiveMQ broker so this should be fixed.
