Flatten and improve web app style

Description

Meridian 2016 incorporated a Bootstrap based theme that provided a more modern styling and appearance to the web application. This issue tracks providing that same theme in Horizon with the Horizon color palette.

I've noticed the Opsboard and Opspanel use the wrong logo, but this should be addressed in dedicated issue. This is a bug still existing and not related to this. See

Couldn't fix the white font in the IP and physical interface header to black.
