Scrolling issue

Description

One thing that makes the new dashboard a bit tricky, is that scrolling past the lists when they don’t all fit in a single window is pretty difficult. The page gets stuck on one of the lists until you reach the end of the list then the entire window will scroll.

Idea is to create a panel on the right side which contains links to the sections of the dashboard.

In the moment I'm using bootstrap's col-md-10/col-md-2 like in the
resource graphs page. I can make it a little bit smaller by using
col-md-11/col-md-1. What do you think?

Any reason why the margin for the new dashboard legend is so wide? Other than that, this is exactly what we needed.
