Ops Board Configuration "create new board" button stops working.

Description

On a fresh install of OpenNMS without an existing Ops Board, the ability to create a new ops board in the browser stops working.

Here are the steps to repeat this:

1. username > Configure OpenNMS > Ops Board Configuration
2. Click on the plus icon and the new ops board modal is displayed.
3. Click on the cancel button in the modal.
4. Click on the plus icon and nothing happens.

Worked around this by removing and re-adding the '+' tab when Cancel is clicked.
