linkd topology up/down status inconsistent

Description

Depending on the order of up/down edges, it's possible for the linkd topology provider to return an up when one of the edges is down, or vice-versa. (This was discovered in the Java8 branch, where some hash ordering has changed. See http://bamboo.internal.opennms.com:8085/browse/OPENNMS-NMS31-UNIT-26 for details.)
