Outage timeline does not show all outages in timeframe

Description

The outage timeline should show all outages in the displayed timeframe.

If a lot of small outages accour in the timeframe, not all of them are displayed - only the latest ones.

I had tried merging latest develop into this branch and hit a million merge conflicts, then realized since its ancestor is 14.0.3 I could merge it to foundation and it applied cleanly (and is probably appropriate for there anyways) so I've changed my previous plan and am going to go ahead and merge this for 15.

This was not merged to develop, so it should not be marked closed. It missed 15 because we only reviewed open bugs for inclusion.
