Do changes to the syslog-northbounder-configuration.xml configuration file require a restart?

Heya guys,

Someone just asked on the IRC channel if the syslog-northbounder-configuration.xml file requires a restart and it's not listed on the wiki page. Could someone let me know if that needs a restart or not please?
