Webapp needs to include source download

Description

Now that we're licensed AGPL, users need to be able to download the source from the same server they interact with when using OpenNMS. Thinking we accomplish this by simply sticking an archive of the source in the webapp assembly and adding a link to it in includes/footer.jsp.
