I made a clean compilation of 1.12.10-SNAPSHOT and 1.13.5-SNAPSHOT.
I've started 1.12 with a clean DB installation and imported the attached requisition (Cisco.xml).
The geo-location have been discovered properly and the map looks like maps-112.png.
Here is the geo-data from the DB:
Unfortunately, in 1.13 the maps are not working in the same way and the problem seems to be the geo-coding code.
So, I've started 1.13 with a clean DB installation and imported the same requisition (Cisco.xml).
The geo-location have been discovered properly and the map looks like maps-113.png.
As you can see, the coordinates seem to be completely different.

If you look carefully, you'll see that the problem is the value for latitude.
