RemotePollerAvailabilityRestServiceTest has midnight timing isses

Description

I was running the unit tests on my system and the RemotePollerAvailabilityRestServiceTest happened to run at 12:02 AM and failed.

It looks like the remote poller (or test?) has a timing problem when it runs just after midnight?

I've fixed the class so that the default start and end times always contain enough samples to calculate a value for a given resolution. If the class happens to run right after midnight, then it will still calculate values from the previous day. Marking as fixed.
