datacollection does not start when adding the SNMP service at a later time

Description

I added a node in OpenNMS without SNMP access. At a later time, SNMP access is configured and I did a rescan of the node. The service SNMP was detected and OpenNMS got the interface table, SysOID, SysDescr, ..., but the datacollection did not start. I only get it started by deleting the node and add it again. I saw this behavior on multiple 1.12.5 installations.
