A new daemon needs to be created that allows two-way messaging in a distinct component rather than a notification strategy.

This would allow better control over a variety of transports and issuing commands ReST commands via the transport to opennms. Likewise, it adds the potential to have components for sms, lync, or any other messaging transport.

Notification workflow would work as it is with notifd sending messages to the messaging daemon in a similar fashion that services defined in pollerd are used in provisioning.
