Provisiond tries always to scan SNMP interface tables
Description
If you remove all detectors and you want to provision a bunch of nodes with just ICMP interfaces, Provisiond tries to scan the SNMP interface table for each interface even it has no SNMP service detected. Scanning the SNMP interface table should be only be done once on the SNMP primary interface and should not be issued on N flagged interfaces and non SNMP enabled IP interfaces.

changing to Minor as this doesnt crash the system.

I think this is by design, changing this would mean rewrite Provisiond.
