You need to find which notifications are associated with events that have donotpersist on the logmsg or autoclean=true on the alarm-data, and be sure you avoid them if possible.
In the case of SNMP LinkUp/Down is possible.
For example:
The above is the "raw" SNMP Link down, and that is the event generated when the SNMP LinkDown trap is sent to OpenNMS. As you can see, it has "donotpersist" on its logMsg, so this event is NOT going to be persisted. The reason is because this event is being used by the event-translator to generate the "Enhanced SNMP Link Down", which is the one you should use for your notifications. A similar thing happens for SNMP LinkUp.
auto-clean="true" means that if another event with the same reduction-key is sent, only the latest event will exist on the DB, and the rest are going to be removed, for example:
You can change the auto-clean to be false and then send the eventsConfigChange event to reload the events configuration but you must be sure that you really need that

In other words, it doesn't make sense to persist a notification that it is not associated with an event because it is not correct.
The fix is going to prevent this situation and a warning message will appear on notifd.log.

Fixed on revision 013c4ab65974a0e616990dd43fd3afbf6a65be28 for 1.12.
Now, if the event was configured either as donotpersist or with autoclean="true", a warning message will be added to notifd.log and the event processing will be stopped.
