Auto Refresh Interval in Topology APP isn't consistent

Description

I've tried changing the auto refresh interval in the blueprint for the topology app and noticed that no matter what setting, 15, 30, etc. this interval is not used. Also, just observing with the default, the interval is not consistently honored.

To change the refresh interval edit the org.opennms.features.topology.app.cfg file in the etc directory.

You shouldn't need to change the value in the blueprint.xml file. That is just a placeholder for the config file if the config file doesn't exist.

Setting:

<cm:property name="autoRefresh.interval" value="15" />

In the app blueprint doesn't effect the refresh interval. It seems to be stuck on 60.

Fresh install and checked this setting within the installed bundle itself.

Updated the refresher to be more accurate with the actual time interval
