OSPF-TRAP-MIB events need updating

Description

The OSPF-TRAP-MIB derived events in OSPF.events.xml have a couple of issues:

1. The severities for the clearing events (alarm-type="2") should be "Normal" rather than "Cleared"

2. Newish specific types 17, 18, 19, and 20 are missing. These map to trap types ospfNssaTranslatorStatusChange, ospfRestartStatusChange, ospfNbrRestartHelperStatusChange, and ospfVirtNbrRestartHelperStatusChange.
