Users don't see current notifications for themselves until logging out and back in

Description

Users are reporting that notifications they have been specifically sent, sometime don't show in the web-ui when looking under notifications for "you".
They receive the notifications via other streams ok (email, xmpp), they just don't show in the we-ui.
If they logout, then login again, they re-appear.

It seems fairly random so far. I've put some of the relevant logs in debug mode, so please let me know if there's any webapp log excerpts you're interested in.

Another log snippet from another example of the issue.

This time is all happened within the 15:21 timeframe. Same as before, user1 didn't see notifications under user filter, logged out and in again and sees them.
On this occasion it was just a single notification.

I've attached a log file snippet from the time an incidence of this issue.
The IPs and user names have been changed.

"user1" is the user that sees the issue.

They are logged in viewing Notifications for "You" at 00:27, and can't see the notifications for which they are in the destination path. When he checks under Notifications for "All", he sees them. When he logs out and in again at 00:28, then looks under Notifications for "You", he sees them.
