Disable Threshd by default in service-configuration.xml

Description

At this time, Pollerd and Collectd can perform thresholding without any problems, and anybody should be using Threshd.

Fixed on revision 2683981744b25a23da03a191acb2f678830e936e for 1.12

Actually, the default configuration of OpenNMS was designed for not using Threshd from at least 1.10
