Similar to categories, the WebUI pages to manage Path Outages cannot be used with requisitioned nodes.
Description
For categories, you cannot add/remove nodes from categories using the WebUI because Provisiond is going to replace everything when synchronizing the requisition.
On a similar way, if you define Path Outages through the WebUI, those settings are going to dissapear after synchronizing the requisition.
This is definitively not expected and might be a problem because the WebUI for creating Path Outages is more straight forward than adding them to requisitions (because it is IP based, not foreignId/foreignSource based, which makes more sense), and there is no way through the WebUI to manage path outages on requisitions. For this reason, we should add a flag like snmpcollect to respect changes through the WebUI for Path Outages, and of course, add a way to manipulate the Path Outages on the requisition WebUI.
