The RancidProvisiongAdapter performs an action on receiving the TrapGroupCompleted event.
When the TrapGroupCompleted event is received the router.db is updated with the data mantained in a map in the RancidProvisiongAdapter. All the nodes are set to down!

When for some reason the RWS service is not responding to all those updates the RancidAdapter throws an exception and stop updating. So the nodes in router.db are not updated and set to down and they are downloaded every time.
